Sets the target foundation allowance for 2024-2025 at $9,608.00 for calculating per-pupil state education funding.

Modifies the definition of "certified mills" in foundation allowance calculations to reference current mills allowed under MCL 380.1211 rather than limiting to 18 mills or 1993-94 mills.

Allocates not more than $3,993,000,000.00 for 2024-2025 to guarantee districts and qualifying public school academies receive at least their 1994-95 total state and local per-pupil revenue for school operating purposes.

Revises the same "certified mills" definition change in the 1994-95 foundation allowance calculations under Section 22a.

Takes effect only if a companion bill (Senate Bill No. ____ or House Bill No. ____ request no. 06633'24) is enacted into law.
