Mandates that the board of state canvassers (for state officers) or board of county election commissioners (for local officers) verify both the factuality and truthfulness of recall reasons and validate the sufficiency of initial signatures.

Allows rejection of entire recall petitions if any reason lacks factual clarity, truthfulness, or if insufficient valid signatures are submitted with the petition.

Applies these requirements to both state officer recalls (Section 951a) and local officer recalls (Section 952), with appeals to the Court of Appeals or circuit court respectively.
