Creates the Office of Global Michigan within the Department of Labor and Economic Opportunity to coordinate state programs and services for immigrants and equity-and-inclusion work.

Establishes a state refugee coordinator and deputy coordinator positions responsible for developing, administering, and executing Michigan's federally required refugee program plan.

Requires the office to analyze and make recommendations to the governor, legislature, and state agencies on immigration-related policies and proposals.

Directs the office to support international talent retention, employer-immigrant partnerships, and provide administrative support to five specified state commissions (Middle-Eastern American Affairs, Hispanic/Latino Commission, LGBTQ+ Commission, Asian Pacific American Affairs Commission, and the Immigrant and Refugee Council).

Mandates the office ensure equitable access to state services for ethnic, immigrant, and under-represented communities and execute the statewide meaningful language access coordination act.
