Establishes statewide open enrollment beginning July 1, 2025 through new section 105d, allowing nonresident students to apply for enrollment in any district without geographic restrictions or caps on the number of transfers.

Eliminates intermediate district restrictions on open enrollment (section 105) and contiguous district restrictions (section 105c), both of which expire July 1, 2025.

Requires districts to determine available seats based on school capacity and publish this information annually by May 1, prohibits tuition charges for nonresident students, and mandates acceptance of applications year-round with 30-day response requirement.

Removes previous limitations on reasons districts could refuse nonresident applicants based on ability, age, or discrimination, but allows refusals only for suspension history, prior expulsion, or felony conviction within specified timeframes.

Requires districts to report transfer data to the state board, which must publish aggregate open enrollment statistics and information annually to assist transparency in the school choice system.
