Requires all state projects involving construction mechanics to pay prevailing wages and fringe benefits at rates determined by the Department of Labor and Economic Opportunity based on rates in the locality.

Exempts contracts already containing federal prevailing wage requirements under 40 USC 3141-3148 or those matching prevailing wages established through collective bargaining agreements.

Mandates contractors and subcontractors post prevailing wage schedules on construction sites and maintain accurate wage records available for inspection by contracting agents or the commissioner.

Prohibits contractors from discharging, disciplining, retaliating against, or threatening construction mechanics who report violations of the act.

Establishes civil fines up to $5,000 for violations, with county prosecutors or the Attorney General authorized to collect fines, and makes contractors and subcontractors jointly and severally liable.
