Requires school districts and public school academies to approve 3 or more valid and reliable reading assessment systems for grades K-3 to identify students with reading deficiencies and monitor progress.

Mandates development of an early literacy coach model to provide professional development to K-3 teachers in the 5 major reading components (phonemic awareness, phonics, fluency, vocabulary, and comprehension) and support evidence-based reading instruction.

Requires schools to assess pupils in grades K-3 at least 3 times per school year and create individual reading improvement plans within 30 days for any pupil identified with a reading deficiency.

Mandates intensive reading intervention programs for grade 3 pupils with reading deficiencies through grade 4, including assignment to highly effective teachers, daily small group or one-on-one instruction, and supplemental evidence-based reading intervention.

Requires CEPI to notify parents and school districts of grade 3 pupils with reading deficiencies identified by state assessment results and mandates schools to provide read-at-home plans with parent training workshops.
