Designates January 30 of each year as "Fred Korematsu Day" in Michigan to recognize his contributions to civil liberties and the Constitution.

Amends the title of 2003 PA 225 to include Fred Korematsu Day alongside existing designations for Cesar E. Chavez Day (March 31), President Gerald R. Ford Day (July 14), and Henry Ford Day (July 30).

Recognizes Fred Korematsu's 1942 arrest and conviction for defying Executive Order 9066, which required Japanese Americans to report to incarceration camps, and his subsequent appeal to the Supreme Court.

Notes that Korematsu's conviction was vacated on November 10, 1983, and that he received the Presidential Medal of Freedom in 1998 from President Clinton for his civil rights contributions.

Effective date: August 15, 2023 (90 days after enactment), with immediate effect declared.
