Amends Michigan's labor law (1939 PA 176) to restore language declaring that preventing or promptly settling labor disputes serves the state's best interests.

Allows employers and labor organizations to enter into collective bargaining agreements requiring all employees in a bargaining unit to pay membership dues or service fees as a condition of employment.

Prohibits state and local government laws or policies from restricting or prohibiting agreements that require bargaining unit employees to financially support labor organizations.

Appropriates $1,000,000 to the Department of Labor and Economic Opportunity for fiscal year 2022-2023 to respond to inquiries, staff the employment relations commission, and inform stakeholders about the changes.

Maintains prohibition on compelling any person by force, intimidation, or threats to join, remain in, or financially support a labor organization.
