Increases the felony penalty for performing a partial-birth abortion from 2 years to 4 years imprisonment and/or a fine up to $50,000.

Changes coercion to obtain an abortion from a misdemeanor to a felony offense, with punishment of up to 4 years imprisonment and/or a fine up to $10,000.

Increases the penalty when the offender is the father or putative father of an unborn child and the pregnant woman is under 18 years old from a misdemeanor to a felony with up to 5 years imprisonment and/or a fine up to $20,000.

Maintains the exception for partial-birth abortion when necessary to save the life of a mother endangered by a physical condition.

Takes effect 90 days after enactment.
