Increases criminal penalty for partial-birth abortion from Class G felony (2-year maximum) to Class F felony (4-year maximum) under MCL 750.90h.

Adds three new criminal offenses for coercing a pregnant woman to have an abortion against her will: Class F felony with 4-year maximum for specific coercive actions; Class E felony with 5-year maximum when perpetrator is over 18 and victim is under 18; and variable penalty based on underlying offense.

Modifies language in coercion offense from "female" to "pregnant woman" and clarifies that coercion by underlying offense is a prosecutable violation.

Changes terminology from "DHS" to "DHHS" in impersonation offense under MCL 750.217e.

Includes enacting provisions making the amendments effective 90 days after enactment, contingent on Senate Bill 106 of the 102nd Legislature being enacted into law.
