Prohibits a person from knowingly performing or attempting an abortion on a pregnant woman if the woman is seeking the abortion because of a screening result indicating Down syndrome or a prenatal diagnosis of Down syndrome in the unborn child.

Allows abortions in violation of this prohibition if necessary to save the pregnant woman's life when no other medical procedure is sufficient, including life-endangering conditions caused by or arising from the pregnancy itself.

Establishes criminal penalty of up to 4 years imprisonment or a fine of up to $10,000, or both, for violating the prohibition.

Exempts the pregnant woman from criminal liability for any violation of this section, including attempting or conspiring to violate it.

Applies only after fetal viability has been reached and takes effect 90 days after enactment.
