Establishes a local grade separation grant program within the Michigan Department of Transportation to provide grants to cities, villages, and county road commissions for separating motor vehicle and railroad traffic.

Allows grant funds to be used for design and construction of grade separation projects or projects that improve traffic at rail crossings without full grade separation, including rail sidings or spurs.

Requires a minimum 10% local, private, or federal match for any approved grant project and mandates department approval of funding applications within 180 days of submission.

Creates a local grade separation fund within the state treasury to receive and hold money for the grant program, with funds remaining available year to year without lapsing to the general fund.

Requires the department to report annually by December 1 to legislature on applications received, approvals/denials, and local match amounts for funded projects.
