Establishes the Overdose Fatality Review Act to create multidisciplinary teams at county or multi-county levels to review drug overdose deaths and develop prevention strategies.

Allows counties to form overdose fatality review teams composed of county health officers, prosecutors, medical examiners, law enforcement, mental health providers, substance use disorder treatment providers, hospital representatives, and other relevant professionals.

Authorizes overdose fatality review teams to conduct individual overdose reviews examining the deceased's contacts with health care, social services, criminal justice systems and to identify risk factors and systematic barriers to prevention.

Requires team members and participants to sign confidentiality forms; protects all information obtained by the team from discovery, subpoena, and Freedom of Information Act requests except for annual public reports without identifying information.

Mandates health care providers, hospitals, law enforcement, and other entities provide relevant records and information to the team within specified timeframes; allows civil damages for violations of confidentiality requirements; effective February 13, 2024.
