Adds definitions for "specialty court" and "specialty court interlock program" to Michigan vehicle code, including drug treatment courts, DWI/sobriety courts, mental health courts, and veterans treatment courts.

Allows Secretary of State to issue a restricted license to individuals with multiple DUI/OWI convictions after 45-day license suspension, conditional upon admission to a specialty court interlock program and installation of an approved ignition interlock device.

Restricted license permits operation only of vehicles equipped with an ignition interlock device and allows driving to employment, residence, court-ordered treatment, education, medical facilities, and other specified locations.

Requires ignition interlock device operation for at least 1 year and completion of specialty court program before unrestricted license can be issued; prohibits unrestricted license for additional year if any alcohol or unauthorized controlled substances detected.

Vehicle exemption from immobilization or forfeiture available for specialty court interlock program participants in good standing who do not subsequently commit vehicle-related violations; takes effect only if SB 134 is enacted.
