Allows qualified licensees to fill and sell alcoholic liquor in containers up to 1 gallon for off-premises consumption, with containers sealed at point of sale and not pre-filled in advance.

Permits qualified licensees to deliver alcoholic liquor to consumers if containers are labeled "Contains Alcohol. Must be delivered to a person 21 years of age or older" and recipient provides age verification at delivery.

Requires retailers to use their own employees or third-party facilitator services for delivery, while manufacturers may only use their own employees.

Defines qualified licensees as retailers with on-premises licenses, manufacturers with on-premises or off-premises tasting room permits, and manufacturers with joint off-premises tasting room licenses.

Takes effect immediately upon approval; approved by governor July 18, 2023.
