Research facilities using laboratory animals must submit annual compliance attestation reports to the department by March 31 each year on a form provided by the department.

Department shall not publish report information on its website and may only use reports to determine compliance with section 8a requirements.

Administrative fines for section 8a violations range from $1,000 (1 animal) to $10,000 (25+ animals or 3+ prior violations), imposed after notice and hearing under the Administrative Procedures Act.

Research facilities failing to submit required reports are subject to civil fines of up to $2,500; uncollected administrative fines shall be tripled by courts and enforced by the attorney general.

Creates laboratory animal fund within state treasury to receive and retain administrative fines, with the department administering funds to support compliance and enforcement activities under sections 8a, 11a, and 12.
