Amends 1969 PA 224 to expand the definition of "dealer" to include persons that deliver, transport, board, buy, or sell dogs or cats for laboratory research purposes.

Requires research facilities to offer laboratory animals (dogs and cats) no longer needed for research to employees or animal protection shelters in Michigan for adoption before euthanizing them, if a veterinarian determines the animal is suitable for adoption.

Permits research facilities and animal protection shelters to enter into written agreements that may include waivers of liability for behavioral or health issues associated with former laboratory animals.

Requires animal protection shelters to provide written agreements to adopters acknowledging the animal was a former laboratory animal, and may include liability waivers.

Designates the new requirements as "Teddy's Law" and is contingent on Senate Bill No. 148 of the 102nd Legislature being enacted; effective February 13, 2024.
