Requires new teachers employed on or after August 1, 2023 to complete first aid and cardiopulmonary resuscitation (CPR) certification from American Red Cross, American Heart Association, or comparable organization within their first year of employment, with exemptions for those with physical limitations.

Provides liability protection for teachers who perform first aid, CPR, or foreign body airway obstruction management during employment, except in cases of gross negligence or willful/wanton misconduct.

Repeals the requirement for initial teaching certificate applicants to demonstrate first aid and CPR certification, effective August 1, 2023, shifting the requirement to only apply during the first 3 years of classroom teaching employment.

Maintains existing requirements for professional and advanced professional education certificates, including performance evaluation ratings and years of successful teaching experience.

Takes effect immediately upon passage on July 27, 2023.
