Establishes school counselor credentialing requirements including a master's degree from an approved school counselor education program and passage of a department examination.

Allows out-of-state school counselors with valid credentials, a master's degree, and either 3 years of experience or passage of Michigan's examination to obtain a Michigan school counselor license.

Requires school counselors to complete at least 25 hours of professional development in college preparation and selection, and at least 25 hours in career counseling (including 5 hours on military career options) for credential renewal.

Permits the superintendent to issue preliminary school counselor licenses to individuals who have completed 30 semester hours in an approved program and passed the examination, and temporary licenses valid for 1 year to out-of-state counselors meeting all requirements except exam passage.

Effective immediately upon approval by the Governor on July 26, 2023.
