SB 0174 - School Aid Appropriations Summary

• Appropriates $18.364 billion from the state school aid fund for fiscal year 2023-2024 for public schools, intermediate districts, community colleges, and universities, plus $87.9 million from the general fund and funds from several specialized accounts.

• Increases target foundation allowance for K-12 pupils from $9,150.00 (2022-2023) to $9,608.00 (2023-2024), with special education funding restructured to be calculated entirely under section 51e rather than split between sections 51a and 51e.

• Allocates $952 million for economically disadvantaged pupils through weighted foundation payments in 6 opportunity index bands (35%-47% of target foundation); $39.8 million for English language learners; and $1.035 billion for early literacy, numeracy, and multi-tiered support systems.

• Provides $549.5 million for community colleges, $2.291 billion for public universities and higher education programs, including $300 million for Michigan Achievement Scholarships for students from families with limited financial resources graduating high school in 2023 or later.

• Allocates $9 million for cybersecurity operations center, $6 million for diverse American history curriculum, and funds for career technical education centers, school safety/mental health commission, and various workforce development initiatives.
