Amends the marihuana regulation fund structure to deposit all money collected under section 13 and fees collected by the cannabis regulatory agency into the fund, with interest and earnings credited to the fund and balances not lapsing to the general fund.

Requires the cannabis regulatory agency to expend $20,000,000 per year until 2022 or for at least 2 years (whichever is later) on development and research projects approved by the FDA involving marihuana efficacy in treating medical conditions and preventing suicide in United States Armed Services veterans.

Allocates unexpended fund balances as follows: 15% to municipalities with marihuana retailers or microbusinesses, 15% to counties with marihuana retailers or microbusinesses, 35% to the school aid fund for K-12 education, and 35% to the Michigan transportation fund for road and bridge repair and maintenance.

Redirects municipal and county allocations to Indian tribes when marihuana retailers or microbusinesses are located on Indian lands, rather than distributing to the municipality or county.

Takes effect only upon enactment of Senate Bill No. 180 of the 102nd Legislature and became effective October 19, 2023.
