• Renames the "marijuana regulatory agency" to the "cannabis regulatory agency" throughout the Michigan marijuana regulatory framework.

• Authorizes the cannabis regulatory agency to enter into agreements with Indian tribes regarding marihuana-related regulatory issues including commercial growing, processing, sale, testing, transportation, and possession.

• Establishes "qualifying Indian tribe" and "tribal marihuana business" definitions, allowing tribes meeting specific conditions to operate marihuana businesses on Indian lands with tribal tax authority equal to or greater than the state's 10% excise tax rate.

• Exempts marihuana sold or transferred from tribal marihuana businesses from the 10% state excise tax, with revenue sharing arrangements determined by agreement between tribes and the department of treasury.

• Takes effect immediately upon enactment, contingent on Senate Bill 179 being enacted into law.
