Expands the definition of "public employee" under Michigan's Public Employment Relations Act to include graduate student research assistants and individuals in equivalent positions.

Clarifies that private employees working under time-limited government contracts or receiving government subsidies are not considered public employees entitled to collective bargaining rights.

Excludes student athletes competing in intercollegiate athletics at public universities from classification as public employees with collective bargaining rights.

Protects public employees' right to express views and communicate grievances regarding employment conditions without interference, provided such expression does not impair job performance.

Effective date: February 13, 2024.
