Changes fiscal year appropriations for Michigan community colleges from fiscal year 2023 to fiscal year 2024, with funds for institutional fiscal years ending June 30, 2024.

Reduces the gross appropriation for community college operations to $100.00, eliminating the previous $530,258,000.00 appropriation structure including federal revenues ($81,200,000.00) and state restricted revenues ($449,058,000.00).

Strikes all individual community college operational allocations and performance funding amounts that were previously specified for 28 Michigan community colleges.

Removes specific appropriations for retirement contributions, renaissance zone tax reimbursements, Michigan reconnect grants, and the Michigan center for adult college success funding.

Changes distribution timeline for appropriated funds to begin October 16, 2023 in 11 monthly installments, and removes provisions for quarterly distributions previously established in section 201(4)(b).
