Eliminates the ability for 16 and 17 year-olds to marry with parental or guardian consent; establishes 18 years of age as the minimum age to contract marriage in Michigan.

Removes the requirement for county clerks to obtain written parental or guardian consent for minors seeking marriage licenses and eliminates the provision to preserve consent documents on file.

Lowers the charter county population threshold for imposing different marriage license fees from 2,000,000 to 1,500,000 residents based on the 2010 federal census.

Makes minor technical updates to bill language, replacing "person" with "individual" and "shall" with "must" throughout the statute.

Takes effect only if Senate Bills 211 and 212 and House Bills 4293 and 4296 are enacted into law during the 102nd Legislature.
