Expands workers' compensation presumption for heart and respiratory diseases to include full-time, part-time, paid on-call, and volunteer members of fire departments, police departments, public fire authorities, and public safety departments, rather than limiting coverage to fully paid employees.

Adds forest fire officers and motor carrier enforcement officers to the list of public safety personnel eligible for the presumption that respiratory and heart diseases arise from employment.

Creates the Christopher R. Slezak first responder presumed coverage fund as a separate state treasury fund to pay workers' compensation claims for certain cancers (respiratory tract, bladder, skin, brain, kidney, blood, thyroid, testicular, prostate, lymphatic, ovarian, breast, and non-HPV cervical) diagnosed by fire department, public fire authority, forest fire officers, and fire/crash rescue officers with 60+ months of active service.

Requires the director to approve or deny cancer claims within 30 days of receipt and submit annual reports to the state budget director and legislative appropriations committees detailing claims received, approved, paid amounts, and administration costs.

Specifies that approved but unpaid claims from the fund must be paid before subsequently approved claims if sufficient funds become available, and requires notification to the legislature when funds may become insufficient within 60 days.
