Allows public universities with 10,000+ students to obtain tavern or class C liquor licenses for regularly scheduled outdoor events and festivals on campus without regard to population quota requirements.

Permits up to 5 tavern or class C licenses (not transferable) for intercollegiate athletic facilities, limited to 100 days per year for athletic events and 5 days per year for other scheduled events.

Restricts alcohol sales and service to 1 hour before events through 30 minutes after events end, with sales limited to fixed locations and server training program completion required.

Allows athletic facility licenses to have additional bars, dance permits, entertainment permits, and extended hours permits, but prohibits outdoor service areas and dispensing machines.

Effective immediately upon approval by the Governor on July 18, 2023.
