Establishes a dental oral assessment program administered by the Department of Health and Human Services to provide dental assessments to children whose parents have not obtained private assessments.

Beginning in the 2024-2025 school year, parents registering children for first-time kindergarten or first grade enrollment must provide either a private dental oral assessment (conducted within 6 months prior to registration) or allow the state-contracted provider to conduct one.

Requires written certification from a dentist or dental hygienist on a department-prescribed form documenting completion of the dental oral assessment within the required timeframe.

Schools may not exclude children from attendance for failure to present assessment documentation on or before the first day of school.

Schools must report summary dental assessment data to the department by November 1 each year; the program requires legislative appropriation to remain in effect.
