Allows contracting entities to grant third-party access to provider network contracts and dental services discounts if providers are given the choice to opt out at contract entry, renewal, or material modification without penalty.

Requires contracting entities to explicitly state third-party access provisions in provider network contracts, identify all third parties in writing, and maintain an updated list on their website refreshed at least every 30 days.

Mandates third parties identify the discount source on remittance advices, requires 30-day notice of contract terminations, and allows providers to access copies of their contracts within 30 days of request.

Exempts dental carriers, affiliated entities, and government-sponsored health programs (Medicaid, CHIP, Medicare Advantage) from third-party access requirements.

Effective immediately upon Governor's approval on October 19, 2023.
