Requires each school district and public school academy that offers grade 1 to provide kindergarten, effective immediately.

Makes kindergarten enrollment mandatory beginning with the 2025-2026 school year for children who are at least 5 years old on September 1, subject to certain exceptions.

Allows parents to delay kindergarten enrollment for only one school year if the child is 5 years old on the enrollment eligibility date, with written notification to the school.

Changes the mandatory school attendance age from 6 years old to 5 years old, with enrollment required on the first school day of the school year in which the child turns 5.

Removes the exemption that allowed children under age 9 who live more than 2-1/2 miles from a public school to avoid attendance requirements.
