Establishes a nonpartisan election process for Michigan Public Service Commission members with nominating petitions requiring signatures from at least 100 registered electors in at least half of Michigan's congressional districts, filed by the fifteenth Tuesday before the November general election.

Requires 3 members to be elected at the 2024 general election with staggered terms of 6, 4, and 2 years, then 1 member elected every 2 years thereafter for a 6-year term.

Sets eligibility requirements for candidates including U.S. citizenship, Michigan residency, and prohibition on financial interest in public utilities or entities under Public Service Commission jurisdiction.

Specifies grounds for vacancy including death, resignation, removal for cause, loss of residency, conviction of crimes, service in political party positions, holding other state office or employment, or practicing law if a State Bar member.

Authorizes the governor to appoint qualified individuals to fill vacancies with Senate consent, and adds Michigan Public Service Commission members to the nonpartisan ballot section alongside other statewide offices.

This bill takes effect only if Senate Bill 297 of the 102nd Legislature is enacted.
