Defines "Qualitative components" for bid evaluation to include technical design, technical approach, quality of personnel, and management plans.

Establishes definition of "Responsive and responsible best value bidder" as a bidder meeting all specifications and deemed responsible based on financial resources, technical capabilities, professional experience, past performance, insurance/bonding capacity, and business integrity.

Changes statutory language from "shall" to "must" throughout sections 241 and 305, and updates capitalization of federal agency names (Bureau of Economic Analysis, Department of Commerce).

Removes redundant definitions of "Unit of local government" from sections 305 and 404 that duplicated section 115 definition; bill only takes effect if Senate Bill No. 317 is also enacted.
