Replaces "shall" with "must" throughout section 261 and updates language from "his or her" to "the" for gender-neutral phrasing.

Removes reference to declared state of emergency under 1945 PA 302 from exceptions to competitive bid requirements (subsection 3(d)).

Adds new subsection (15) effective October 1, 2023, allowing Michigan businesses 7 days to resubmit bids to match or beat the lowest bid from non-Michigan bidders; if matched, the contract must be awarded to the Michigan business with the lowest responsive bid.

Defines "Michigan business" as a business meeting requirements in section 268 with either global/national headquarters in Michigan, majority employee payroll and residents in Michigan, or goods entirely manufactured/mined/harvested in Michigan.

References 22 USC 8607 instead of 8606 in the definition of "strategic partner" and corrects citation references for "veteran" definition.

Bill takes effect only if Senate Bill No. 316 of the 102nd Legislature is enacted into law.
