Requires that appropriations bills containing legislatively directed spending items (earmarks) may only pass if the sponsoring legislator submits a written statement to legislative leadership and fiscal agencies

Sponsoring legislator's written statement must include the legislator's name, recipient name and location, purpose of spending, explanation of taxpayer benefit, description of community support, and certification of no financial conflict of interest

Mandates the legislative council make all submitted statements publicly available on the internet within 48 hours, and appropriations bills cannot pass until statements have been publicly available for at least 48 hours

Defines "legislatively directed spending item" as appropriations for specific contracts, grants, loans, or economic assistance to persons, local units, or projects outside of formula-driven or competitive processes, including Michigan enhancement and infrastructure grants

Defines "community support" to include letters from elected leaders, press articles, newspaper editorials, community development plans, or resolutions from local governing bodies
