Prohibits hospitals from requiring registered professional nurses to work beyond their regularly scheduled hours, with limited exceptions for declared states of emergency, patient-care procedures that cannot be interrupted, and voluntary work assignments.

Requires hospitals to provide registered professional nurses with 8 consecutive hours of off-duty time immediately following any shift of 12 or more consecutive hours.

Protects nurses from discharge, discipline, threats, or employment discrimination for refusing overtime assignments that exceed their predetermined work schedule.

Establishes $1,000 per violation administrative fine for hospitals that violate these provisions, and requires hospitals to post notices informing nurses of these protections.

Does not apply to collective bargaining agreements in effect at the time of enactment until after their expiration; takes effect 90 days after enactment.
