Expands the definition of "qualified educational expenses" under the Promise Zone Authority Act to include fees, books, supplies, and equipment required for courses of instruction.

Allows promise zone development plans to include other costs of attendance such as housing, food, transportation, federal student loan fees, personal computers, child care, disability-related costs, professional credentials, and study abroad programs.

Modifies the definition of "qualified educational expenses" to specify that tuition and fees are required components, while additional expenses are optional based on individual authority plans.

Takes effect immediately upon approval by the Governor on July 23, 2024.
