Creates a new "Next of Kin" special registration plate for qualified family members of Armed Forces members who died on active duty or during drill status in Army Reserve or Army National Guard units.

Defines "Next of Kin" to include surviving spouses (even if remarried), biological parents, step-parents, adoptive parents, foster parents in loco parentis, children, step-children, adopted children, siblings, and half-siblings of the deceased member.

Next of Kin plates must be inscribed with special identification numbers preceded by a Next of Kin of Deceased Personnel lapel button insignia and the words "Next of Kin" beneath the registration number.

Application requires proof of eligibility as prescribed by the secretary of state and is exempt from service fees; applicants are subject to standard vehicle registration taxes.

Takes effect October 1, 2023.
