Directs the commission to consider seven factors when determining fine amounts: business continuity impact, violation severity, good-faith compliance efforts, culpability degree, prior violation history, ability to pay, and other justice considerations.

Requires administrative fines exceeding $200,000 annually to be credited to the commission for underground facilities safety education and training programs.

Maintains criminal penalties of up to 1 year imprisonment or $5,000 fine for willfully defacing, damaging, or removing pipeline signs or right-of-way markers.
