SB 395 Summary

• Changes teacher evaluation rating system from four categories (highly effective, effective, minimally effective, ineffective) to three categories (effective, developing, needing support) beginning July 1, 2024.

• Reduces student growth and assessment data weighting in teacher evaluations from 40% to 20% beginning in the 2024-2025 school year, with metrics subject to collective bargaining.

• Requires rater reliability training for all evaluators by September 1, 2024, and every 3 years thereafter, including calibration exercises and ongoing support.

• Establishes expedited review and grievance procedures for teachers rated as needing support, including superintendent review, mediation, and binding arbitration after two consecutive "needing support" ratings.

• Applies similar three-tier rating system and reduced assessment weighting to school administrator evaluations, with corresponding review and appeal procedures for administrators rated as needing support.
