Requires local governments to notify the Secretary of State within 20 days of approving changes to election methods, voting district structures, or governmental reorganization, and at least 20 days before removing electors from voter registration records (effective January 1, 2026).

Requires local governments to notify the Secretary of State within 5 business days before complying with requests to view voting equipment or ballots representing more than 25% of votes cast, and before acting on voter registration challenges (effective January 1, 2026).

Establishes procedure for disabled electors unable to enter a polling place: two election inspectors from different parties must deliver ballots outside and return them to the tabulator, with notification of acceptance or rejection provided to the elector.

Allows electors to receive language assistance from an individual of their choice and permits individuals to provide food, warmth, or necessities to voters waiting in line at polling places, early voting sites, or clerk offices without interfering with voting operations.

Requires the Secretary of State to post all notifications on the department website within 5 days, maintain a public list of local governments that fail to submit required notices in alphabetical order, and retain violation information for one year.
