Updates pronoun usage throughout the act from "his or her" to "the individual" or "the recipient" for gender-neutral language in Sections 15 and 21.

Applies the same reduced minimum age of 21 (with funding contingency and 2032 sunset) to the Reconnect Short-Term Training Program skills scholarship requirements in Section 21.

Enactment is contingent on Senate Bill No. 407 of the 102nd Legislature being enacted into law.
