• Prohibits courts from ordering juveniles or their parents/guardians to pay fines, fees, or costs related to court cases beginning October 1, 2024.

• Voids and makes unenforceable any previously court-ordered fines, fees, or costs assessed to juveniles under prior law, effective October 1, 2024.

• Establishes consent calendar procedures allowing informal case handling when juvenile, parent/guardian, and prosecutor agree, requiring risk screening and mental health screening tools that are research-based and nationally validated.

• Requires designated individuals to conduct risk and needs assessments before disposition, with results shared to all parties and used to determine appropriate disposition considering least restrictive setting, public safety, victim interests, and rehabilitation.

• Bill effectiveness is contingent on concurrent enactment of SB 421, SB 429, HB 4628, HB 4633, HB 4636, and HB 4637 in the 102nd Legislature.
