Eliminates the $60 DNA assessment for juveniles and their parents/guardians in DNA identification profiling cases, effective October 1, 2024.

Maintains permanent retention of DNA profiles for individuals arrested for felonies or certain misdemeanors (disorderly person, indecent exposure, prostitution-related offenses).

Requires DNA samples be collected after arrest but before sentencing and destroyed if charges are dismissed, result in acquittal, or no charge is filed within the applicable limitations period.

Courts retain 10% of collected assessments for costs; remaining funds distributed 25% to law enforcement agencies and 65% to the state justice system fund.

Legislation is contingent on passage of Senate Bill 428, House Bill 4636, and House Bill 4637 to take effect.
