Amends section 8a of the Stille-DeRossett-Hale single state construction code act to allow use of refrigerants designated as acceptable under federal law (42 USC 7671k) if equipment is listed and installed according to safety standards and use conditions.

Prohibition on refrigerant use applies only until December 31, 2026, after which the restriction is no longer in effect.

Makes various technical corrections to existing statutory language, including replacing "shall" with "must" and updating cross-references and date references to December 28, 1999.

Adds requirement that buildings with baby changing stations in women's restrooms must also have baby changing stations in men's restrooms.

Clarifies provisions regarding governmental subdivisions' administration and enforcement of the state construction code and procedures for submitting notices of intent.
