Modifies eligibility requirements for enhanced driver licenses and enhanced official state personal identification cards to explicitly require applicants be United States citizens who reside in Michigan.

Replaces terminology "standard" with "physical" when referencing traditional operator's, chauffeur's licenses and official state personal identification cards throughout the statute.

Creates new definitions and provisions for mobile enhanced driver licenses and mobile enhanced official state personal identification cards, allowing individuals with valid physical enhanced credentials to request mobile versions for use on electronic devices.

Establishes a $4.00 maximum fee for original or renewal mobile enhanced licenses and cards, with fees deposited into the mobile license fund under Michigan vehicle code section 811c(2).

Makes mobile enhanced credentials subject to vehicle code licensing sanctions, but exempts electronic devices from physical surrender or confiscation requirements; allows individuals to transmit mobile credentials to police officers or relying parties upon request.

Bill becomes effective only if Senate Bills 459, 461, and 894 are also enacted into law.
