Requires the Secretary of State to develop or contract for a mobile license system within 18 months that includes encrypted data provisioning, offline capability, data minimization features, and privacy protections preventing unauthorized data interception.

Mandates individuals possess their physical operator's or chauffeur's license while operating a motor vehicle, with ability to display either a physical or mobile license to police officers who are "relying parties."

Creates a mobile license fund with fees not exceeding $4.00 per original or renewal mobile license, deposited to cover administrative and implementation costs for mobile licenses and identification cards.

Changes statutory language from "person" to "individual," "shall" to "must," and "indorsement" to "endorsement" throughout the vehicle code for consistency; bill takes effect only if SB 459, SB 460, and SB 894 are enacted.
