Renames the "mobile home commission" to the "manufactured housing commission" and restructures its 11-member composition to include representatives from mobile home residents, financial institutions, organized labor, local government, legal aid, and housing advocacy organizations.

Changes mobile home park and seasonal mobile home park licensing from 3-year to 1-year terms beginning January 1, 2025, with license fees increasing in stages ($500-$750 for mobile home parks, $300-$400 for seasonal parks by December 31, 2024, plus per-site charges).

Establishes provisional licensing for new mobile home park owners who do not yet meet inspection compliance requirements, valid for up to 2 years, and prohibits issuance of more than 3 provisional licenses within 10 years.

Requires park owners to obtain a license before operating and prohibits unlicensed operators from collecting rent; allows residents and courts to pursue remedies including appointment of receivers for unlicensed parks.

Adds definitions for "material deficiency," "unjustifiable rent increase," and "person with beneficial interest"; requires park owners to report changes in ownership, address, and designee contact information within 30 days; and creates procedures for identifying and addressing distressed parks.
