Permits local governments to conduct mobile home park inspections under agreement with the Department of Health and Human Services, with inspection reports usable for licensing determinations.

Establishes training and experience standards for mobile home installers and repairers, including approval of educational programs and associated fees, with the Department having final authority over rules.

Prohibits park owners from charging entrance or exit fees, requiring purchase of mobile homes as condition of tenancy, charging more than utility providers for services, requiring electronic-only payment methods, and assessing unreasonable fees unrelated to occupancy costs.

Requires park owners to offer written leases of at least 1 year to prospective tenants, provide 30 days' notice before lease expiration with renewal offer, and comply with the truth in renting act; residents may sue for violations.

Allows residents to sell mobile homes on-site at self-determined prices if purchaser qualifies for tenancy and mobile home meets park standards; limits park inspection fees to $30 or local permit inspection fee, whichever is higher.
