Creates procedure for mobile home park owners to declare a mobile home abandoned after obtaining a court order restoring possession and meeting conditions including 90+ days of vacancy or 10+ days of unpaid rent, and delinquent indebtedness.

Requires park owners to calculate fair market value of the mobile home and notify the mobile home owner, all lease parties, and lienholders by certified mail with a complete appraisal, plus file notice with the secretary of state.

Entitles mobile home owners to receive payment equal to the fair market value minus unpaid rent, fees, and utility charges owed to the park; cashing the check constitutes acceptance that valuation is accurate and releases the park from liability.

Allows mobile home owners or lienholders to remove the mobile home within 30-60 days after notice is postmarked; if not removed, the park owner may obtain title to the mobile home from the secretary of state.

Bill takes effect only if Senate Bills 486, 487, 489, and 490 of the 102nd Legislature are also enacted into law.
