Requires the Department of Corrections to collect pre-incarceration addresses and demographic data (race, Hispanic/Latino origin, age over 18) from incarcerated individuals beginning 6 months after the act's effective date.

Mandates the Department of Corrections to provide the commission with each incarcerated individual's pre-incarceration address and correctional facility location by May 15 following each federal decennial census.

Requires the Department of State to request information from the U.S. Department of Justice by April 15 following each decennial census regarding individuals in federal correctional facilities or federal reentry centers, including facility addresses, pre-incarceration addresses, and demographic data.

Allows the Independent Citizens Redistricting Commission to consider the collected pre-incarceration address and facility location information when proposing redistricting plans.

Prohibits the collected information from being used in the distribution of state or federal funds.
